Board approves several contracts, change orders and appointments including TOD rezoning study and paving contract

The board authorized a contract with BHP for a transit-oriented development (TOD) rezoning study in the amount of $236,934.08 to help reexamine zoning around the train station; the scope includes historic-district zoning language. Trustees said the scope and subconsultant roles were vetted by a stakeholder committee and by staff.
For capital work, the board approved change order number 1 with Legacy Supply LLC for the Erie Street and Linden Avenue Water Main Replacement Project in the amount of $66,941.32 to allow insertion-valve work required when existing valves could not shut off flow during construction.
Trustees also authorized the award of a multi-municipal milling and resurfacing contract to ELQ Industries Inc.; the village’s estimated value of work in Irvington is $3,353,087.55 based on unit prices and engineer estimates, and partner municipalities will separately authorize their shares.
On facilities planning, the board approved a $35,000 agreement with CART Strategies, to be paid from fund balance, for a fiscal analysis to quantify tax and budget impacts for potential facility moves and to supply data for the consultant report. Trustees said the fiscal analysis is intended to give residents clearer answers about tax impacts and sequencing of capital projects.
The board also approved personnel motions: appointment of Katarina Wong as theater manager effective July 28, 2026 (salary and probationary term specified) and the probationary appointment of a new volunteer firefighter, Hayden Wiles. The board accepted two resignations from village advisory committees.
