Snohomish council flags planning commission inactivity, schedules budget presentations and asks for municipal code review

Councilmember Judith Kuleta reported that the Planning Commission had not met for the past three months; City Administrator Klein responded to that point. Council President Felix Neals announced that budget presentations are scheduled for the September 15, 2026 meeting beginning at 5:00 p.m.
Councilmember David Flynn provided updates on boards and commissions, clarified that two Flock safety cameras are owned by Home Depot rather than the city, and discussed options for sharing city updates (including public notices and water bill inserts). Councilmember Tom Merrill said residents have expressed concern about bicycles and work trucks navigating tight street corners and asked the council to review the municipal code and clarify which staff positions require council confirmation. Councilmember Terry Lippincott requested a timeline for boards and commissions updates, information on the utility billing system, and a future discussion about a new state law regarding e-bikes.
Mayor Aaron Hoffman and City Administrator Klein made brief staff-related remarks, including plans to digitize public records and an update that the North Lake annexation appeal was overturned. The council adjourned at 7:47 p.m.
