At a March 26 joint public hearing, DeBusk Farms LLC requested that the Smyth County Board of Supervisors and Planning Commission remove the expiration on a special‑use permit for a recreational vehicle (RV) park at 1446 Buckeye Hollow Road (Tax Map No. 41‑A‑109B).
Zoning Administrator Becca Creasy reviewed the permit history and the requirements for an RV park special‑use permit, noting that DeBusk Farms' permit was originally approved in 2018 with a six‑year expiration and was extended for another six years on Feb. 8, 2024. Applicant John DeBusk said the campground has primarily served as a work camp for AEP workers and that he now intends to expand it for public use, including adding a bathhouse.
Planning and Board members asked technical questions. Park District Supervisor Kristopher Ratliff asked about capacity, the bathhouse and trash management; DeBusk said the site has 16 sites, the planned bathhouse would connect to one of three existing septic systems and would include a commode and an outside slop sink and possibly a shower, and he is considering a private waste management company for routine trash collection. Saltville District Supervisor Roscoe Call asked whether there had been law‑enforcement issues; DeBusk said he had never had any issues and plans to install a security system near the bathhouse.
