Commission presses town on foundation and accessibility details for Bailey's Island gazebo rebuild

Town project leads and WA McKinnon's structural consultant (Mike) presented updated designs for the Bailey's Island (Cole Parkway) gazebo on July 20, saying the rebuilt structure will be slightly larger in diameter (26 feet) and use 11 footings sized to resist expected uplift from coastal storms. The design team said the gazebo will be elevated with about 16 inches of clearance under the framing so water can flow under the structure.
Engineers recommended a removable accessible ramp rather than a permanent ramp that could be damaged or become storm debris; commissioners noted that if public funds are used accessibility requirements will need review with the building department. Commissioner Robbie asked whether alternatives to large spread foundations had been considered; the structural engineer said some of the smaller footings could be replaced with helical piles but the larger uplift footings may need concrete caps for proper connections.
Commissioners asked for clearer site plan detail showing steps and ramp approach, confirmation of flood elevations and whether the foundation scheme meets building‑department requirements for structures in FEMA AE zones. The town said it is out to bid and hopes to construct in November if pricing aligns with the budget; the commission continued the item to Sept. 9 to allow submission of alternate foundation designs and more complete site and accessibility details.
