Heritage Pines supervisors adopt FY2026 proposed O&M budget, set July 15 hearing; approve meeting schedule and mutual-aid pact

The Heritage Pines Community Development District Board of Supervisors unanimously adopted three resolutions and approved routine financial items at its April 15, 2025 regular meeting.
District Manager Chuck Adams presented Resolution 2025-03, the proposed Operation & Maintenance budget for fiscal year 2025/2026, and told the board the net effect versus FY2025 is a reduction of about $4,000 in appropriations and a projected O&M assessment decrease of $2.88 per unit. Chair Kathleen Lonergan read the resolution title; on motion by Vice Chair Arthur Rhodes and seconded by Assistant Secretary Carol Vaughan, the board adopted the resolution and set a public hearing for July 15, 2025 at 2:00 p.m. in the Heritage Pines Country Club meeting room.
The board also adopted Resolution 2025-04, designating dates, times and locations for regular meetings in fiscal year 2025/2026, on a motion by Stephen Putman, seconded by Michael Walsh. The board adopted Resolution 2025-05, approving the updated Florida Statewide Mutual Aid Agreement, after Mr. Adams described the update and said the district is more likely to be a recipient than a provider of mutual aid; that motion was made by Michael Walsh and seconded by Carol Vaughan.
The board accepted the unaudited financial statements as of Feb. 28, 2025, with Mr. Adams noting revenue was 94% collected and that interest earnings on investment accounts were not yet reflected in the statements; he said he would email the board the interest information when available. The board also approved amended minutes for its Feb. 18, 2025 regular meeting.
All recorded motions during the meeting passed unanimously. The supervisors in attendance who voted in favor were Chair Kathleen Lonergan, Vice Chair Arthur Rhodes, and Assistant Secretaries Carol Vaughan, Michael Walsh and Stephen Putman.
What happens next: The proposed FY2026 O&M budget will be the subject of a public hearing on July 15, 2025; the board will consider public comment before final adoption.
