Council holds closed session on municipal court personnel; no formal action announced

Councilman Matt Parker later moved to go into executive session for personnel matters related to the municipal court; that motion passed and the council entered a closed session. City Manager Justin Larsen announced to the public that the council had voted to move into executive session for the stated purpose.
During the executive-session period Councilman Matt Parker left the meeting at 7:24 p.m. The council later voted to close the executive session and return to open session; Mayor Jay Willis announced that no formal action was taken in executive session.
A separate procedural matter, earlier in the meeting, shows Councilman Chris Blythe recused himself from a discussion and left the meeting for that item; Blythe is recorded as “RECUSED” on the payroll docket vote in the minutes and later returned to the meeting.
