Sherborn BOH advances draft fee-waiver policy as the board approves multiple temporary food permits

Sherborn's Board of Health on May 20 reviewed a first draft of a fee-waiver policy intended to standardize decisions about waiving or reducing permit fees for temporary food events and town departments, and the board approved a slate of annual and temporary food permits for summer events.
Administrator Sarah Lapin told the board there is currently no consistent written policy governing fee waivers and that practices varied among nearby towns. Her draft proposes application timelines (five business days for hosts, three business days for town departments), documentation requirements for nonprofit status, fee-waiver eligibility only when no profit is generated, and a reduced-fee structure (examples: $10 for non-time/temperature-controlled foods, $15 for pre-prepared T/T-controlled items, $25 for made-to-order T/T-controlled foods). For larger multi-vendor events, the draft recommends reduced rates rather than full waivers to reflect inspection workload.
Board members debated whether waivers are necessary given small dollar amounts. Mr. Kochupurakkal questioned the need for a policy focused on low fees, while Ms. Lapin explained the cumulative annual permitting volume and actual staff time costs. The board agreed to continue the discussion at the June 3 meeting and asked staff to consult the town food inspector for peer practices.
Separately, the board approved the Eastleigh Farm Ice Cream 2026 annual food permit conditional on a passing inspection and ratified and approved temporary food permits for multiple upcoming events (Snappy Dogs at Jazz Night; Farmapalooza vendors; Unity Farm Dudley Fest vendors; Travelin’ Pizza and Hut Island Vybes for library concerts; and others), all conditional on inspections where noted. One vendor (Jennifer Lee's Bakery) had been omitted from the posted agenda and will be added to June 3.
What happens next: the board will continue policy discussions at its next meeting, and staff will schedule inspections and finalize conditional permits upon passing results.
