Finance director reports city finances roughly on target, flags IT and boiler costs

Finance Director Mark summarized the city's mid-year financial picture and noted the general fund and other funds are running close to budget with a projected surplus at year-end.
Mark said budgets across departments are generally on track and revenues are right on target. He called out data processing (IT) as the largest projected overrun owing to camera and support issues and noted an $11,000 overrun in library building maintenance tied to boiler repairs; the council previously approved a transfer to cover that cost. Mark also said franchise fees appear to be declining, which may require attention for the 2027 budget. "There's a couple of little things that are gonna be over budget... Data processing, which is the IT. We had a lot of issues this year," Mark said.
Mark reported strong recreation-program revenues, noting season-pass sales exceeded the initial monthly budget; he forecast the ambulance fund is projected to have a surplus driven by ambulance fees. Mayor Nancy Moore thanked staff and Mark for budget stewardship. The council adjourned after the financial report.
