A city staff member told the council the applicants are seeking $26,471.50 from the major home rehab category, which would cover 50% of the project cost and represents the program’s maximum loan amount. The staff presentation said the planned work includes a full bathroom remodel, added storage, a lower-level door and entrance remodel for the split-level home and some attic shelving and platform work. The staff report notes the city is still using 2025 assessment numbers for eligibility calculations. "They are seeking $26,471.50 from the major home rehab category," the staff member said.
The staff member flagged attic storage as the one element that may not clearly qualify as living-space improvement. The staff presentation said the program is intended for the addition or significant improvement of living space but that bathroom rehabilitation is an eligible expense.
Councilmember Doug Wood said making attic storage usable can increase a home’s value in the community and moved to approve the loan; the motion was seconded and carried by voice vote. Mayor Nancy Moore recorded the approval on the record.
The staff member said the applicants will use personal savings to fund the other 50% of the project so they can avoid a higher-interest construction loan. The council did not record further conditions on the loan in the meeting minutes.
