City staff reviewed the portfolio of eight city-owned leased properties and recommended steps to strengthen management and revenue capture.
A staff presenter said the portfolio is generally strong, with most properties operating at high margins; two multiunit properties (39 and 49 Florida) currently include city-paid expenses and their lease agreements are coming up for renegotiation. The presenter said the city could take advantage of upcoming expirations to renegotiate terms or change structure so the city no longer bears certain operating costs.
The presenter described a conduit license for 931 Union (Northern Light) that carries a $1,500 per-year payment as a lump-sum conduit license and noted that agreement runs until 2030. Staff proposed using enterprise fund resources to hire an outsourced property-management service to centralize leasing expertise, preserve institutional knowledge, and make parcels shovel-ready for development at the Main Business Enterprise Park.
After an executive session pursuant to 1 M.R.S.A. section 405(6)(C) on real-property acquisition for economic development, the committee returned and a member moved to proceed with the sale of 10 Hershey Ave, 17 4th Street and 75 4th Street to Back 40 Builders; the motion was seconded and will proceed to the next steps.
What happens next: staff will circulate lease detail and contact lists as requested, prepare negotiation strategies for leases coming due, and execute follow-up steps for the proposed property sales.
