City extends CDBG consolidated-plan comment period, schedules additional workshop

Robin Stanicky, the city's Community Development Officer, briefed the committee on the consolidated Community Development Block Grant (CDBG) plan and a related outreach schedule.
Stanicky said staff extended the public-comment period and will return the consolidated plan to the full council later than originally planned to collect more input and host an additional workshop. "We've actually extended that to June 20," Stanicky said, and she said staff will present the plan to council after the additional outreach.
She outlined current allocation guidance in the packet, noting a strong tilt toward housing-related uses (affordable housing and residential rehabilitation) and said that, at present, no infrastructure projects (playgrounds, streets, sidewalks) have formal CDBG requests. Stanicky told the committee the allocation committee has been meeting to review requests and prepare suggested revenues and expenditures and that staff would provide final recommendations in the coming weeks.
Committee members discussed Section 108 options; Stanicky said staff had an initial meeting with HUD about using Section 108 or program income as revolving funds to support larger projects and gap financing. A councilor cited roughly $250,000 in program income reflected in the packet and staff described how prior activity had generated larger program-income totals that could be used for revolving loans.
Stanicky also noted the consolidated-plan outreach has included work with the school district and student surveys; she said students should provide a report to the council in the coming weeks. Staff requested feedback but did not seek action at this meeting.
