Estacada arts commission postpones new applicant, reaffirms two commissioners and advances library, public-art plans

The Estacada Arts Commission met and, after routine approvals, postponed consideration of a new applicant and moved forward several staffing and program actions. Alicia, acting as chair, called the meeting to order; Jesse led much of the agenda discussion and program planning.
The commission voted to postpone approval of Mitch Swinney as a new commissioner so members could meet him in person rather than approve from the application alone. "I would move that we don't approve Mitch Swinney this evening," Jesse said; the motion to table/postpone was seconded and approved by voice vote. Commissioners said they preferred a brief meet-and-greet at a future meeting before forwarding any appointment to the city council.
The commission also voted to forward reappointment nominations to the city council. Jesse moved to reapprove Alicia's application for submission to the council; another motion forwarded Jesse's reapplication. Both motions were seconded and approved by voice vote.
The body approved a $75 thank-you gift and card for longtime member Deborah Bandetta, increasing the usual token from $50. Jesse explained Bandetta had served the commission for several years and commissioners agreed the larger gift reflected appreciation for that service.
On program work, commissioners discussed coordination with the Clackamas County Arts Alliance on percent-for-art requirements and asked for a small volunteer sounding board to help clarify submission criteria and application logistics. Commissioners agreed to form a selection committee for rotating displays in the library, naming artists and community members (Jane Reed, Deborah Bandetta and Nina Bradford were cited as willing to serve; artists Carl Hogan and Vincent Sommer were discussed as potential arts-professional members).
Commissioners also discussed a "tiny art" show scheduled to be hung at the library and asked for volunteers to help hang the work between roughly 3:00 and 5:00 the next day. The commission confirmed the tiny-art exhibit would remain through April and said staff would notify applicants that the commission planned to follow up by mid-March or early April while keeping the application window open through the March 30 deadline.
On the "Poetry in Public Places" project, commissioners were told the installer will provide free installation but the commission must supply sign posts and materials. Commissioner 4 estimated materials at roughly $20 per sign plus about $10 in cement per post and suggested a preliminary budget near $350 for this year's posts; commissioners noted the cost had already been discussed in prior budgets and that no new appropriation motion was required at this meeting.
Budget and grants were also on the agenda. Commissioners reviewed planning schedules for the fiscal year through June 30, 2027, and discussed National Endowment for the Arts grant opportunities that require an organization budget of at least $20,000. Commissioner 3 said creatively accounting certain percent-for-art project funds within the commission's reported budget could make the commission eligible for larger NEA grants.
The commission confirmed it will cancel the regular March meeting and use the February 28 planning meeting to finalize the work plan; members expect to reconvene in April. Alicia adjourned the meeting at 06:20.
