Committee OKs forwarding code change to allow seasonal food and merchandise sales outside waterfront

The Business and Economic Development Committee voted to forward a proposed code amendment that would give the city more flexibility to permit seasonal sales—including food trucks, temporary food stands and similar uses—outside the Waterfront Development District.

Staff described several changes: allowing seasonal food sales in the Neighborhood Service District (with a cap of two units per lot); permitting operations on vacant lots; relaxing some setback and extra‑parking requirements that staff said duplicate existing minimum standards in many commercial zones; and explicitly prohibiting drive‑through service for temporary seasonal operations to avoid intensifying traffic demands.

Committee members asked practical questions about notification and advertising; staff said the item will proceed in the next council cycle and will be publicly advertised per council timelines. Councilor Fish moved the measure, it was seconded and approved by roll call.

Staff framed the proposal as a way to incubate potential restaurant operators, create more small‑business opportunities across neighborhoods, and reduce code burdens that have prevented ephemeral food vendors from operating in non‑waterfront areas.

The measure will go to the full city council for formal consideration and public notice as required by procurement and code‑change procedures.
