Robin Stanicky, the city’s community development officer, presented the consolidated housing strategy and needs-assessment findings, emphasizing production and preservation, permanent supportive housing, regulatory reforms, neighborhood-targeted implementation and measurable benchmarks. She described financing options, including the Section 108 loan guarantee program tied to the city’s Community Development Block Grant (CDBG) participation and said the program would allow the city to access up to five times its CDBG allocation to provide low-cost capital to developers.
Stanicky said the strategy frames action across income levels and household types, anchors choices with an evaluative framework and includes a plan for annual benchmarking and reporting. Councilors asked how the plan would integrate with a proposed housing committee and whether the strategy could serve citywide purposes beyond CDBG; staff said the consolidated plan is designed to guide citywide investment and could be used to inform committee work.
A council member moved to authorize staff to prepare a Section 108 proposal; the motion was seconded, and the chair indicated there was no further discussion and staff may proceed. Staff said next steps include finalizing benchmarks, developing implementation tools and doing public outreach before returning with a near-final plan.
