Community development officer previews consolidated-plan housing strategy and CDBG funding

Robin Stanicky, the city’s community development officer, gave the committee an overview of community-development work and the consolidated-plan process the city is completing.
Stanicky said the consolidated plan organizes the city’s approach to housing, homelessness, health-related services and economic opportunity and is intended to align with the comprehensive plan. She told the committee the city receives about $850,000 in Community Development Block Grant (CDBG) funding annually and that program income can add substantial revenue to support revolving loan and housing programs; Stanicky said program income previously produced higher amounts when the program had more staff capacity.
Stanicky previewed a housing-centered strategy staff will present to the committee on Feb. 2 and reassured members that recent federal regulatory changes should not disrupt local CDBG programs, although they may require minor adjustments to reporting forms.
Committee members asked how program income is generated and whether local matching or a housing bond could be used to expand capacity. Stanicky said communities can pair local funds with CDBG and that the department will bring recommended capacity-building investments to the committee for prioritization.
