Audit committee staff reports meetings with district councils, plans outreach to civic groups

Mr. McVay told the Audit Committee he has met with nearly all district councils and plans to reach civic organizations this fall; he recommended adding a self-assessment tool to the committee’s next agenda to standardize department inputs for future audit scoping.
Mr. McVay, the audit committee’s presenter, reported that he has met with all but two district councils and conducted in-person outreach in Payne-Phalen and Frogtown. He said district councils provided a range of ideas and that street-level maintenance and pothole repair were recurring concerns.
‘‘I met with Payne-Phalen on the 23rd and had a wonderful conversation,’’ Mr. McVay said, and he noted written feedback from many councils. He told members that 15 of the 17 district councils raised street-repair concerns during outreach.
McVay listed civic organizations he expects to contact in the fall, including the League of Women Voters – Saint Paul, the Minnesota Foundation (Saint Paul), the Citizen League, the Chamber of Commerce, Neighborhood House, Isaiah, the Asian Economic Development Association, the Brown Community Center, the Downtown Alliance, Open Arms and Star House.
Chair Nyka asked Mr. McVay to share the planned outreach list with members so they could suggest additional groups, and several members suggested including organizations that have been critical of the city. Mr. McVay said the committee can add the outreach list to the next agenda and welcomed member suggestions.
Members also discussed developing a self-assessment tool for departments so the committee can better understand internal controls and tailor audit research questions; the committee agreed to add the self-assessment item to its next meeting agenda and consider a subcommittee to refine the tool.
