Commission forwards conditional-use permit for 32‑patient Midwest Recovery residence to city council

The Faribault Planning Commission voted to forward a conditional-use permit for a residential care facility serving 32 patients to city council, after staff described the proposal and public comment from a local recovery program director.
Harry, city planning staff, said the proposed facility is an existing multifamily structure at 3105 Cardinal Avenue on the packet maps but that the correct address in the resolution should be 3015 Cardinal Avenue. The property owner is listed as Patrick Cashion and the applicant was identified in the record as Michael McHugh on behalf of Midwest Recovery. Staff said patients will not have individual vehicles, that building upgrades required by code are minor, and that shared trash and parking arrangements are in place because the owner controls adjacent property.
"This is really more of a residence for these patients," Harry said, explaining that recent state licensing changes require the facility to obtain a conditional-use permit and a new license so the operator can provide treatment on-site if needed.
No 1 Catona, who identified themself as program director for Meadows Recovery, told the commission the house has been used as a recovery residence for two years, that the facility already has interior and exterior cameras and follows Department of Human Services requirements, and that the new license is essentially a relabeling of the house from 'freestanding room and board' to the new state category.
A commission motion corrected the address in the resolution to 3015 Cardinal Avenue and forwarded the conditional-use permit to city council with a recommendation of approval. Commissioners discussed the presence of an earlier CUP on the building and agreed the city attorney will review council materials before council consideration.
Next steps: staff will update the resolution to correct the address and include any attorney revisions before the item goes to city council.
