Estacada council approves membrane filtration system contract for water treatment plant

Edward Hodges, president of Curran McLeod, told the council the city received three full proposals for a membrane-based water treatment system and used site visits and detailed scoring to evaluate them.
"The new plant will utilize a more modern technology called membrane," Hodges said, explaining the selection process and criteria for operation, maintenance, warranty and long-term performance. He told councilors the winning system had many regional installations and superior operating history.
Hodges said Memcore's submittal lacked critical elements and was ruled out early. Two remaining vendors, AreaFilter (referred to in the RFP materials as Paul) and Westech, were competitive on price; Hodges recommended AreaFilter/Paul because its membranes performed better in operator visits even though its price was approximately 5% higher than the lowest bidder.
Councilors asked about service and parts sourcing; Hodges said the membranes are sourced from Japan and that AreaFilter's field service record was adequate and its warranty terms had been strengthened in the contract documents. Staff confirmed the RFP required specific support parameters and installation commitments that the selected vendor must meet.
A council member moved to award the contract to AreaFilter/Paul; the motion was seconded and approved by voice vote. The motion passed with all councilors voting in favor (seven councilors were present and voted in favor).
