Capital outlay committee: Health Department construction progressing, old animal-shelter building to be saved

The Committee chair (S1) told members the Health Department project has progressed from framing to sheetrock and a first coat of paint and remains within budget. "Substantial completion date, which is going to be close to the end of April," the chair said, citing delays in material production but reporting steady on-site work including fire-alarm and security installations and window installation.
Why it matters: the Health Department building will house public-health services and county officials said timely completion is important to restore full operations and avoid extended temporary arrangements. Chair (S1) said furniture purchases have been selected and that costs so far are within the approved capital-outlay budget.
On the animal-shelter site, Chair (S1) described steady progress on the new shelter’s block work — "probably close to 95%" for block work — while noting brickwork and remaining interior cleanup remain. He said the older shelter building on site has usable power and will be renovated for limited overflow or storage purposes rather than demolished.
Contracting and oversight details: committee members were told contractor billings have been reviewed with St. John Engineering and that staff will continue weekly site visits and hold a construction meeting next Thursday to go over outstanding items. For the shelter site, the chair suggested county crews or contractor teams could assist with interior gutting when available.
What’s next: officials said they will continue weekly monitoring, move remaining exterior and finishing work as weather allows, and return to the committee with cost and schedule updates at the next capital outlay meeting.
