South Windsor council approves $15 million road-and-infrastructure bond, sets Nov. 3 referendum; approves IT contract termination and equipment lease

The South Windsor Town Council voted July 20 to approve a resolution appropriating $15,000,000 for townwide road paving, traffic signals, safety devices, culverts, sidewalks and drainage improvements and to authorize bond issuance. Councilor Dalnicki presented the resolution and the council set a referendum date of Nov. 3, 2026; polls will be open from 6 a.m. to 8 p.m. at the five district polling locations the council listed.
The resolution’s ballot language was read into the record: “Shall the resolution appropriating and authorizing bonds in the amount of $15,000,000 for the planning, design, construction, and or replacement of town wide road paving, traffic signals, safety devices, culverts, sidewalks, and drainage improvements be approved? Yes or No.” Council approved the resolution and then unanimously authorized the town attorney and clerk to prepare concise explanatory text and to print and post explanatory materials under the statute cited at the meeting.
The council approved other motions during the meeting. It authorized termination of technology services agreements with Tolland, Coventry and Andover after staff described a decade of growing scope and the risk that outsourcing had on South Windsor’s internal IT capacity; the staff recommendation was to notify the partner towns and assist with transition. That motion passed with a roll call of seven yeses and one abstention.
Council also approved a TD equipment finance lease for six pieces of equipment budgeted in the current fiscal year. Town staff said the total equipment cost is $828,180 and that TD Equipment Financing submitted the low bid with an interest rate of 4.14%. The lease motion passed unanimously. The council approved other routine consent items, including appointments to boards and a refund batch totaling $1,555.01.
What’s next: The bond question will appear on the Nov. 3, 2026 referendum ballot if certified; the council asked staff to produce explanatory materials before the vote and to work with financial advisors about timing and bonding terms if voters approve.
