Eastham board approves easement, appointments, license and other routine items; schedules special meeting on wastewater bids

The Select Board approved an easement for a pump station, accepted committee resignations, approved committee reappointments and new appointments, approved a seasonal vendor license (with December 31 termination), accepted a small foreclosed parcel for town use, approved a student loan and the state primary election warrant, and set a special meeting to award wastewater bids on Aug. 20.
At the July 20 meeting Eastham's Select Board approved several routine but time-sensitive items and set a special meeting for wastewater procurement matters.
The board approved an easement agreement with the Elks Lodge required for a pump station and noted the easement is needed before SRF (State Revolving Fund) submission deadlines. The motion to approve the easement was moved and seconded and the board voted in favor.
The board acted on routine personnel/committee business: it approved the committee member reappointments listed in the town-clerk memo dated July 20, accepted the resignations noted in the memo, and approved recommended new committee appointments from the search committee. All motions were moved, seconded and carried.
On vendor licensing, the board reviewed a proposed seasonal license for a vendor selling jams/jellies (modeled on an existing scallop-truck license). While discussing a broader town-property-use policy to be drafted by staff and town counsel, the board approved the license for the remainder of the season with the termination date adjusted to December 31, 2026; staff said a uniform licensing policy is forthcoming.
The board voted to retain a tiny foreclosed parcel (1,100 sq ft along Cole Road, Map 13 Parcel 237A) for future drainage or conservation uses rather than selling it, and approved a Timothy Smith loan for a local student, Steven Peronis, who plans to attend UMass Amherst.
Administrative business included approval of the state primary election warrant as presented and approval of prior meeting minutes with one abstention. The board then moved to adjourn.
Separately, town staff told the board SRF granted an extension to the end of August to finalize wastewater contracts; bids are due mid-August, and the board authorized scheduling a special single-issue meeting on August 20 (afternoon/5:00 p.m.) to award contracts so the town can meet SRF deadlines.
