Council approves multiple budget amendments, creates revolving loan fund and transfers $1 million from gaming fund

At the July 21 meeting, the Erie County Council approved a package of budget amendments and new spending lines, including measures intended to seed a revolving loan fund for local public-safety and economic needs.

Ordinance 56 was approved to transfer $1,000,000 from the gaming fund into a revolving loan fund intended to give EMS and fire agencies access to short-term loans for repairs and equipment. A council member described the tool as a way to “borrow money at a reasonable rate” and then re-lend it as loans are repaid.

Council also approved Ordinance 57, which creates a revolving loan fund budget and appropriates $1,442,530 to that fund. Sponsors said the combined measures will provide initial capital to support local emergency services and small public-safety projects.

The meeting included votes approving smaller supplemental appropriations across departments (examples in the session included library, human resources, county solicitor temporary staff and unemployment/workers compensation lines). The council approved grouped grant-related ordinances (Ordinances 66–68) in a single vote to fund district attorney grant expenses and Operation Stone Garden grant line items.

Several votes passed by roll call, with multiple motions recorded as "motion carries 5 to 1" in the transcript for specific items. The council also approved ordinance readings and appointments, including an appointed assistant public defender position and an authority note for a hospice project.

Next steps: ordinances that were read as first readings or moved to second reading will return to the council for final votes at upcoming meetings; the revolving loan fund creation and transfers were approved in this session and will move into implementation steps managed by county staff.
