Centre County panel grants conditional approval for 790‑kW agri‑voltaic project in Boggs Township

On June 16, 2026, the Centre County Planning Commission granted conditional final plan approval for the Charles L. Fisher Agri‑Voltaic Project, a proposed 790‑kilowatt solar facility on approximately 3.7 acres in Boggs Township. The motion was made by Commissioner Chris Kunes, seconded by Andrea Pandolfi, and carried.

County staff noted several outstanding technical and administrative items that must be completed before the plan will be released for recording. Those items include written confirmation from the Boggs Township Zoning Officer that the plan meets applicable township regulations, completion of the Boggs Township Engineer’s review, County Conservation District approval of the erosion‑and‑sediment pollution control plan, and execution and recording of a Declaration of Storm Water Management Easement and Maintenance Plan. Staff also requested labeling of the array top‑of‑panel height, placement and labeling of required electrical equipment (converters, metering), and the professional‑engineer and owner signatures on the plan.

Staff additionally advised the applicant to consult the Centre County Assessment Office regarding potential tax consequences under Act 319 (the Pennsylvania Farmland and Forest Land Assessment Act of 1974, commonly called "Clean & Green"), noting that subdivision or development could affect the property’s assessed status and trigger rollback taxes. The county provided contact information for the Assessment Office for clarification.

Next steps: applicants must secure Boggs Township and county technical signoffs, obtain County Conservation District approval for the E&S plan, and record the stormwater easement and required certificate blocks. Only after those conditions are satisfied and township signatures are obtained will the county release the final plan for recording.
