Taylor council adopts 2026–27 HUD block grant action plan and five‑year consolidated plan

The City of Taylor council voted to adopt the 2026–27 Community Development Block Grant (CDBG) annual action plan and the city's 2026–2030 consolidated plan, authorizing the mayor to sign the SF‑424 application and related HUD assurances.

City staff opened a public hearing before the vote to present program priorities, telling the council that the proposed uses include a housing rehabilitation program, support for the Fish and Loaves food pantry, the Guidance Center, senior services and ADA door upgrades for public buildings. "Our this year's block grant budget, I'll just briefly go over the items that are up for approval this evening ... our total budget for this year is projected at $526,251," the presenter said during the hearing.

The public hearing was closed with no substantive objections reported, and the council moved to adopt the action plan and consolidated plan and to authorize the mayor to sign HUD forms required for submission. The motion passed on a voice vote.

The adoption means the city will submit the action plan and associated certifications to the Department of Housing and Urban Development for federal review and funding allocation. City staff said the plans will be submitted in early August as part of the Wayne County consortia process.

Next steps include finalizing beneficiary agreements and awarding subgrants or contracts for the specified programs. The council did not specify award dates in the hearing; the action authorizes submission and adoption of the plan rather than final contract awards.
