Livingston County awards $703,598.76 contract to Henkels & McCoy for ConnectALL Service Area 1 labor

The Livingston County Board of Supervisors on July 8 authorized execution of a contract with Henkels & McCoy, Inc. for labor work in Service Area 1 of the county’s ConnectALL Municipal Infrastructure Program (MIP).
Mr. Deming presented Resolution No. 2026-220 and said three bids were received on June 10; the board accepted Henkels & McCoy as the lowest responsible bidder for a contract not to exceed $703,598.76 for work planned between July 8 and Dec. 31, 2026. The resolution states the work will be funded by the MIP grant and that the county’s match is 0% under the grant terms.
The resolution authorizes the chairman to execute the contract and any future amendments subject to review by the County Attorney and County Administrator. County staff noted the contract is limited to labor in Service Area 1 and is part of the county’s wider ConnectALL broadband deployment funded with MIP resources (ARPA-managed grant funds).
The board adopted the resolution by roll call as recorded in the meeting minutes.
