Council members discussed the complications that can result from partial annexation: the creation of ‘islands’ of unincorporated property, responsibilities for road maintenance, and the potential costs to town infrastructure if the annexation proceeds. Staff noted the county indicated it might be open to the town taking over half of the road maintenance if the town submits a letter and demonstrates a plan for long-term maintenance.
