The City of Soda Springs City Council voted July 1 to approve a General Service Agreement with Keller and Associates for engineering services, including a $1 million liability cap. City Attorney Thomas Smith raised concerns about the cap during discussion, but council members concluded the limit was reasonable for the agreement's scope and trial period. Councilman Mitchell J. Hart moved to approve the agreement and Councilman Ryan Carpenter seconded; the motion carried.
