Brooks, owner of the Sticz Cigar Lounge and a Moore Haven resident, told the City Council on Sept. 2 that he came to City Hall to review licensing and permitting documents but "was greeted rudely by Miller" and was not given the opportunity to sit down and go over his paperwork.
The complaint came during the council's public-comment period. "I live at 259 Ave O and I'm the owner of the new Sticz Cigar Lounge," Brooks said, adding he had spoken with a Mrs. Palmer who suggested he meet with Miller to clarify the city's understanding of his business.
Councilmembers responded by emphasizing support for local businesses while urging staff-level resolution. "I'm for all businesses as long as it's all done correctly," Councilmember Alisha Beck said, and noted the city attorney was reviewing related matters and that staff would reach out to Brooks once they had more information.
Mayor Wayne Browning recommended that City Manager Larry Tibbs and the employee named Miller try to resolve the concern directly and that City Attorney Steve Ramunni be included if the issue cannot be resolved informally. The council did not take formal action during the meeting; the mayor said the matter should be addressed by staff and brought back if necessary.
