Ray County commissioners approve payables and hear Forvis update on Homestead treatment facility

Between July 1 and July 9 the Ray County commissioners approved minutes and multiple payables (including ARPA and National Opioid Settlement disbursements), signed payroll and a DSSSF grant invoice, toured the Humane Society, and received a Forvis update on the Homestead treatment facility with an expenditure deadline of Sept. 30, 2026.
Across meetings July 1–9 the Ray County commissioners handled routine administrative business and received a consultant update on a regional treatment facility.
On July 1 the commission approved minutes for June 13, June 17, June 24 and June 25 and approved payables for Accounts Payable (recorded with Accounts Payable contact Trina Hudson). Commissioner Hockemeier moved to approve the minutes and payables; Commissioner Davis seconded; Commissioner Sheila Tracy was recorded as "all in favor." Payroll bill checks were signed and a DSSSF grant invoice was signed by the presiding commissioner.
On July 2 the commission approved additional payables presented by County Treasurer Melissa Holloway. The minutes list a monthly allocation to the Ray County Historical Society and payments to the law firm Ellis, Ellis, Hammons & Johnson PC charged to the ARPA Fund and to the National Opioid Settlement Fund. Jaymar Business Forms Inc. was paid from the Capital Improvement Fund. The minutes also record that commissioners toured the Humane Society building after session.
On July 8 the commission received a Forvis consultant update on the City of Homestead project (Great River Engineering): engineers reported treatment-facility progress and set an expenditure deadline of Sept. 30, 2026. The minutes list Mega KC mobilizing at the end of July and schedule a next Forvis meeting for Aug. 12, 2026; the next listed Forvis meeting after that is Sept. 9, 2026.
The minutes record motions and votes to convene, approve minutes and payables on each day; some entries record "carried 2-0" while others record "carried 3-0" (see audit). The minutes do not always show which county fund paid specific contract line items beyond the entries noted above.
