Montville committee adopts multiple bond, redevelopment and spending ordinances; approves contracts and grants

Ordinance 2026‑17, a bond ordinance providing $3,395,000 in water‑utility improvements and authorizing $3,200,000 in bonds, and Ordinance 2026‑18, a bond ordinance providing $2,527,500 in sewer‑utility improvements and authorizing $2,425,000 in bonds, were opened for public hearing (no public comment) and adopted on unanimous roll calls.
The committee also adopted two redevelopment ordinances: Ordinance 2026‑19, codifying a redevelopment plan for property bounded by Main Road (Route 202), River Road, Daldunn Drive and I‑287 (consolidating several blocks into Block 59, Lot 22.1), and Ordinance 2026‑20, adopting a redevelopment plan for 17 Chapin Road (also known as 26 Riverside Drive). Both ordinances were adopted unanimously after public hearings.
Ordinance 2026‑21 authorizing a $498,000 capital expenditure from the Open Space, Recreation and Farmland Dedicated Trust Fund was adopted following brief public comment. The committee adopted a consent agenda (Resolutions 2026‑238 through 2026‑247) that included liquor license renewals, the seasonal farm sale permit for Conklin Farm, and personnel policy updates.
On procurement and contracts, the committee awarded a 12‑month water quality sampling and analysis contract to Pace Analytical Services, LLC not to exceed $18,353 (Resolution 2026‑248). It also approved a professional services contract for Montville Day technical services to LGE Event Productions, LLC, not to exceed $14,775 (Resolution 2026‑250), and authorized multiple auto‑parts supply awards and re‑advertising where bids were incomplete (Resolution 2026‑251). Funding sources and account allocations were noted in the resolutions.
The committee adopted Resolution 2026‑252 calling for the restoration of energy tax receipts and increased municipal aid at the state level; the resolution will be forwarded to the state and local officials listed in the text. The township accepted a reduced Recreation Opportunities for Individuals with Disabilities grant and authorized inserting $8,360 into the 2026 budget (Resolution 2026‑253).
The meeting also included routine administrative actions: certification of the 2025 annual audit (Resolution 2026‑249), approval of minutes and bills, and issuance of a one‑year solicitor’s license to Charlie’s Ice Cream Truck (applicant Brandon Lam Chung Lam).
