Senate State Affairs committee clears cybersecurity bill, sends several resolutions to print

The Senate State Affairs Committee met Feb. 7 and moved several items forward.
The committee voted to send H 35, which would require state agencies to implement cybersecurity best practices including multifactor authentication, to the Senate floor with a do-pass recommendation. Senator Brian Cook explained multifactor authentication uses two of three factors — something you know, something you have, or a biometric — and said adopting those measures would strengthen state data protections. Senator Shippy asked about additional costs; Cook said implementation costs would be minimal because many systems and tools already exist across state government, though not every agency has them in place.
The committee also sent multiple RS items to print. RS 32194, a resolution to designate Jan. 16 as “Religious Freedom Day,” was offered as recognition of the principle of freedom to worship. RS 32294 was introduced to change appointment authority for several agency directors (Transportation; Fish and Game; Parks and Recreation; Corrections), proposing gubernatorial appointments with Senate advice and consent and four-year terms; the committee moved the proposal to print. Later in the meeting, RS 32303, RS 32246 and RS 32314 were also ordered to print by committee motion.
Committee leadership notified members that S 1047 would not be heard at this meeting by request of the sponsor, and that S 1038 was moved to a later committee session because of time constraints. Chairman Guthrie adjourned the meeting at 10:27 a.m.
