Proctor Selectboard signs $615,920 in orders, discusses WWTF bond and enters executive session

The Town of Proctor Selectboard met Oct. 15 and signed selectboard orders totaling $615,920 while addressing multiple operational and planning items including sewer asset management, a proposed March bond vote for the wastewater treatment facility (WWTF) and routine departmental updates.
Bruce Baccei moved to approve the meeting agenda as presented and the board approved it unanimously; the board also approved the Sept. 23, 2024 minutes with corrections. The Selectboard then adjourned briefly to sit as the Board of Water Commissioners and the Board of Sewer Commissioners to address utility matters.
As Board of Sewer Commissioners business, members said the sewer asset-management plan is near completion and discussed WWTF plans tied to a bond vote proposed for March; the Town Manager said she will ask Aldrich & Elliott for available dates to hold a public meeting and suggested sending postcards to residents about the meeting. Other departmental highlights from Town Manager Judy Frazier included: a successful Dump Day with about 60 permits issued; Vermont scheduled striping on Main Street, North Street and Florence Road; a Tri-Town Path meeting set for Oct. 23; and a timber bid opening scheduled for Oct. 18.
The board moved into executive session to discuss employee contracts, citing Title 1, Section 313(a)(1)(A) of the Vermont Statutes; the board exited executive session by consensus around 8:25 p.m. and reported no action. The meeting adjourned at 8:26 p.m.
