HR staff said proposed clarifications to Article 7 would require safety‑sensitive employees returning from medical leave to provide a doctor's note confirming they are safe to resume duties. The rewrite also reorganizes language about paid leave during investigations to clarify it is non‑disciplinary. Revisions to Article 9 spell out predismissal notice procedures for progressive discipline and unsatisfactory performance, while excluding immediate conduct or negligence separations from the predismissal process.
Commissioners asked whether the policy already required in‑person predismissal notices in certain cases and whether 'egregious' conduct was defined; HR staff said the definitions are contained in the policy and the rewrites are intended to make existing practice clearer. The board moved and adopted the resolution to amend the personnel policy.
