Josephine County board approves five‑year 4‑H extension agreement with Oregon State University

The Josephine County Board of Commissioners voted 2–0 on Wednesday to approve a five‑year intergovernmental agreement with Oregon State University's Extension Service that secures OSU‑provided 4‑H educational programs in the county through June 2031.
The agreement, described by Wally Hicks, legal counsel, sets a five‑year term ending June 2031 and details the district’s commitments to provide support and funding as indicated in the contract, with those district commitments subject to annual budget review. Hicks said the university will deliver OSU educational programs and the agreement also addresses the location and payment for a local facility.
"This intergovernmental agreement is entered into by Oregon State University and its extension service and the district," said Wally Hicks, the county’s legal counsel. He told the board the document outlines, with particularity, what each party agrees to provide and that questions raised at a prior administrative meeting had been addressed.
A commissioner moved to approve the agreement and the chair seconded; the board adopted the measure by a 2–0 roll call vote. The chair noted Commissioner Richardson was excused from the meeting because he was on vacation.
During public comment, Deb Berg (who identified herself as "Deb Berg, Josephine County") thanked the board for approving the extension budget and emphasized the county’s strong volunteer base. "Our community is pretty much a retirement community, and we have a deep resource of retirees with education and experience that they're more than happy to volunteer to give back to our community," Berg said. She asked whether volunteers who come to the county fair to help with a Farm Bureau activity would create a quorum, and the board said staff could follow up with details.
The chair said the district and OSU will proceed subject to the county’s normal budget process for each year. The commission did not amend the agreement at the meeting; the board approved the IGA as presented.
The board also approved the consent calendar later in the session by a 2–0 vote and then made community announcements before adjourning at 9:15 a.m.
