Wayne County board approves series of budget amendments, grant acceptances and project reappropriations

The Wayne County Board of Commissioners on July 21 approved a package of budget amendments that closed inactive capital project funds, reallocated remaining grant balances for school construction and recognized several departmental grants and carryovers.
Finance staff told commissioners that amendment #569 would close three capital project funds tied to 2017 limited obligation bonds; those funds held residual balances consisting mainly of sales tax and interest earnings and will be transferred to the general fund for future board‑approved uses. The board was told this practice will simplify financial tracking and improve project accountability.
The board also approved amendment #578 to move remaining amounts from several completed projects into Rosewood Middle and Elementary School construction. Staff said the county received a $7,000,000 State Capital Infrastructure Fund (SCIF) award, of which $5,325,000 was allocated to Rosewood Middle School; unused balances of roughly $97,000 from three other SCIF‑funded projects were requested to be reallocated to the Rosewood project.
Other amendments recognized recurring and programmatic needs: reappropriations to fund an occasional 27th payroll; pass‑through JCPC grant funds; additional WIC program funding for supplies and operations; register of deeds revenue and required remittances for marriage fees and conveyance taxes; and county DSS line‑item realignments to cover increased special‑assistance caseloads (staff reported a caseload increase of about 10.9%). The board also approved using capital reserve funds to buy two sheriff vehicles (to be reimbursed 50% by DSS for child support enforcement use).
Separately, commissioners approved acceptance of a North Carolina Governor's Highway Safety Program award of $271,615 for the Wayne County Sheriff's Office, paired with local matching funds; the sheriff told the board the positions to carry out enforcement are already in place and the award restores matching grant funding the county has not received in recent years.
The board approved the suite of amendments after staff presentation and brief discussion. The measures were described as largely housekeeping or reappropriation actions to align budget documents with awarded grants and completed work.
