Putney Selectboard approves warrants, hears EMS update and declines Special Town Meeting

The Putney Selectboard on Oct. 1, 2024 approved payroll and accounts payable warrants and heard an update from Putney EMS before deciding not to convene a Special Town Meeting at this time.
Eric McGowan moved to approve the minutes of Sept. 18, 2024; Nate Snell seconded. The board recorded votes in favor from Nate Snell, Peg Alden, Aileen Chute and Eric McGowan; Fletcher Proctor abstained and the motion passed. The board then considered warrants: a payroll warrant dated Oct. 4, 2024 for $23,558.19 and an accounts-payable run dated Sept. 21–Oct. 4, 2024 for $399,428.82. The accounts-payable figure includes US Bank bond payments for sewer, water and the Fire Station, KRT appraisals and a Firematic Supply purchase funded through ARPA. Eric McGowan moved to approve the warrants upon completion of review; Nate Snell seconded and the motion passed.
Putney EMS presented the rescue portion of its report. Billy Strauss invited residents interested in EMS service to reach out to members and briefed the board on recent call types, describing some calls as "good intent" or staging for law enforcement; board members said call volumes and case complexity are increasing and that it may take about two years to stabilize staffing and services. Town Manager Karen Astley thanked the Highway Department and volunteers who served as crossing guards at a recent community event.
On the question of a Special Town Meeting, Town Clerk Jon Johnson said BCA hearings and abatement requests are still underway and that convening a special meeting now would be premature; the Selectboard agreed it would not hold a special meeting and will consider drafting a letter to the legislature at a later date. The board set its next meeting for Oct. 16, 2024 and adjourned at 7:48 p.m.
The meeting record notes reminders on voting logistics from the Town Clerk and routine committee reports, including an upcoming Cannabis Control Board virtual meeting on Oct. 8 and a Recreation Committee meeting on Oct. 17.
