North Plains council sets procedures for mayor selection, schedules interviews

The North Plains City Council on Sept. 15 confirmed procedures for the mayor-selection meeting scheduled the following day, describing how interviews and voting will proceed under the city charter.
City Attorney Ashley Driscoll told the council the process is governed by the city charter approved by voters. Council agreed by consensus to three procedural items: move public comment to immediately precede candidate interviews, limit interviews to 20 minutes per candidate, and allow candidates to allocate their interview time as they wish for answers to council questions.
Driscoll explained nominations after interviews will require a second and that each council member may nominate or second only one applicant; ballots will be used for voting and a candidate must receive four votes to be appointed mayor. These steps were presented as the charter-defined process and not as new rules set by the council.
The council's minutes record consensus on the procedure; the record also shows several public comments in the packet urging support for specific applicants and raising transparency concerns about council communications. The mayor-selection meeting was set to begin with interview sessions of the four applicants and proceed to nominations and ballot voting.
