Mosier council approves budget transfer and park artwork, discusses Double Track concerns

The Mosier City Council on June 29 unanimously approved Budget Resolution #2016-09 to transfer appropriations within the city’s Water and General funds and approved a $820 public-art installation for a park, and discussed preparing a list of concerns ahead of a public hearing on the Double Track project.
The budget resolution, listed as Resolution #2016-09 in the minutes, was moved by Council President Emily Reed and seconded by Councilor Peny Wallace and carried unanimously. The minutes do not specify the dollar amounts being transferred within the funds.
Finance Director Angie Wilson told the council that "the artist, Wes Berthold, has adjusted his proposal to reflect the council budget for the project at $820.00." Council President Emily Reed moved to approve the art installation proposal titled "Mushrooms in the Park" by Wes Berthold as adjusted; Councilor Lacy Gries seconded the motion, which passed unanimously.
Mayor Arlene Burns led a discussion on the upcoming public hearing for the Double Track project and asked whether the council wanted to take a firm stance on the proposal. City Manager Kathy Fitzpatrick urged the council to "list the City’s concerns based on Scenic Area review criteria and include ways that these concerns could be mitigated, including safety, speed, access to the river." Council members also discussed options for issuing time-sensitive press releases in response to project developments.
The minutes record that the Mosier Team—including Fire District, city and school representatives and outside participants such as Terry Moore of Eco Northwest and James Labar of Regional Solutions—has been discussing creating a document, similar to one used by the Port of the Dalles, that would contain a narrative and list of projects for advocacy and lobbying purposes.
