Miltona Township adopts conditional assessment for Miltona Bay Estates paving; approves $83,901.98 in bills

Miltona Township Chair Jerome Haggenmiller called the Sept. 9, 2024 meeting to order and the board accepted routine minutes and financial reports before moving on to road matters and new business.
The treasurer reported total township funds of $701,051.75, made up of Checking $13,404.53, Money Market $1,002.71, an Intrafi account of $430,286.98 and a CD of $256,357.53. On motions by Supervisor Gary "Andy" Anderson and seconded by Supervisor Matt Kugler, the board accepted the treasurer's report and approved payment of bills totaling $83,901.98; both motions carried 3-0.
On a motion by Chair Jerome Haggenmiller, the board adopted Resolution 2024-10, "Miltona Bay Estates Conditional Assessment Paving," which authorizes a conditional assessment process for paving Miltona Bay Road. The resolution states that residents of Miltona Bay Estates Inc. as abutting landowners would be assessed for paving Miltona Bay Road but would not be assessed for paving Fairview Beach Road NE if that road is ever paved. The resolution was adopted by recorded vote 3-0.
In old-business updates, supervisors reported that the Smokey Timbers road vacation petition is with the township attorney for filing with the county, Vermont Access work is ongoing, Hidden Valley Road has its first lift complete, and a culvert plus gravel work were completed on Miltona Bay Road.
The board denied a request from Mark Hanson for township assistance to pay to remove a tree he said was killed by paving on E Lake Miltona Drive; the board recorded that the tree had been removed prior to the request. John Kramer raised concerns about a steep driveway off Smokey Timbers Road; supervisors met with Kramer and applied a heavy tack with additional asphalt to soften the incline as a mitigation.
The township also discussed a septic proposal from Sherman Olson: Olson wants to install a mound septic system but his two parcels are separated by a cart way. Tom Blank said the county engineer confirmed one parcel belongs to the township and that the township attorney has been contacted for guidance.
Supervisors said they are waiting for a written agreement between Jim Eckert and a neighbor before starting a reported drainage project; they also noted areas where crushed concrete and gravel remain to be bladed along Center Road and West Miltona south of Four Corners.
The board set its next regular meeting for Monday in October 2024 at 7:00 p.m. at the Miltona Community Center. With no further business, the board adjourned at 7:30 p.m. on a motion by Matt Kugler seconded by Andy Anderson (carried 3-0).
