River Ridge swears in three supervisors, adopts officer slate and reviews financial and engineering updates

At its Nov. 19 regular meeting the River Ridge Community Development District administered the Oath of Office to three newly elected supervisors and handled routine administrative, financial and engineering items.
Mrs. Cleo Adams, acting as a notary, administered the Oath of Office to Kurt Blumenthal (Seat 3), Terry Mountford (Seat 4) and Robert Twombly (Seat 5). The Board discussed required ethics training and disclosure filings; the four‑hour ethics training requirement will be added to the Key Activity Dates List.
The board adopted Resolution 2025‑02, electing Bob Schultz as Chair and Terry Mountford as Vice Chair, and retaining Kurt Blumenthal, Robert Twombly and Keith Merrill as Assistant Secretaries. The motion to adopt the resolution was moved by Mr. Mountford and seconded by Mr. Blumenthal and recorded "with all in favor." The board also approved amendments to the Oct. 22, 2024 meeting minutes.
On finance, Mrs. Adams presented unaudited financial statements as of Oct. 31, 2024; the minutes state the Series 2022A Note will be closed and funds applied to prepay bond debt. Mr. Blumenthal asked why the Oct. 1 annual insurance payment did not appear in the check register; Mrs. Adams said she would investigate and report back.
District Engineer Charlie Krebs presented the revised scope for the Seaside & Master Drainage Project and said MRI expects work to begin in two to three weeks. The board approved an Irrigation Concepts change order to repair damaged wiring ($4,002.50) and raise about seven to eight irrigation heads (estimated $1,300 each), in a not‑to‑exceed amount of $15,000. The motion was made by Mr. Blumenthal, seconded by Chair Bob Schultz and recorded "with all in favor."
The board heard from District Counsel Tony Pires on Corkscrew Road ownership and from PSGRC leadership about a Town Hall and study by Johnson Engineering. The meeting record ends with scheduling a follow‑up sidewalk inspection report for January and confirming the next meeting for Dec. 10, 2024 at 1 p.m.
