Putney Selectboard sets 2024 municipal tax rate at $0.7088, approves IT and road contracts

The Putney Selectboard on Aug. 21 adopted a municipal tax rate of $0.7088 for 2024 and approved a series of administrative contracts and schedule changes. The board also moved tax-bill due dates to Dec. 6, 2024 and March 14, 2025 and authorized several vendor contracts.
Town Manager Karen Astley presented the tax-rate worksheet showing the underlying rate components and total raised. After the presentation, Selectboard member Eric McGowan moved to adopt a municipal rate of $0.7088; Fletcher Proctor seconded and the motion passed. The board then agreed—by motion—to shift the upcoming tax-payment deadlines to Dec. 6, 2024 and March 14, 2025 because final rate adoption occurred later than usual.
The board awarded an information-technology contract to CCI Managed Services. The Town Manager said five vendors conducted site visits and recommended CCI; Selectboard member Peg Alden moved to contract with CCI for $24,480 over three years and Eric McGowan seconded. The motion passed and the Town Manager was authorized to sign the contract.
On roadwork, the Windham Regional Commission completed a scoping summary with Lenny Howard, Putney’s highway superintendent, and the Selectboard considered separate bids for upper and lower sections of Putney Mountain Road. The board awarded the lower-section contract to Frank Harlow Trucking & Excavating for $31,074.40, stating the lower section required more work; the contract includes a Sept. 30, 2024 completion target and authorization for the Town Manager to sign.
Other routine actions included approving payroll and accounts-payable warrants, authorizing purchase of two 2'x3' Honor and Remember flags to be flown under the State Flag Policy, and moving the Oct. 2 Selectboard meeting to Oct. 1. The board set its next meeting for Sept. 4, 2024 and adjourned at 7:09 p.m.
