Board splits 3-2, opts for $3,098 "zombie box" instead of full aerator relocation

The relocation proposals under consideration included an electrical estimate of $10,755.
After discussion about budget implications, the board approved installing a temporary "zombie box" at the existing aerator location for $3,098 and agreed to revisit the $10,755 relocation during the proposed FY2026 budget discussions. The motion was made by Chair Bob Schultz, seconded by Robert Twombly, and passed 3‑2. Schultz, Twombly and Keith Merrill voted in favor; Terry Mountford and Kurt Blumenthal voted against the motion.
Board members discussed offsetting costs and whether to postpone permanent relocation until the CDD could consider it in next year’s budget. The minutes record the decision as an approval of the temporary device; staff was directed to proceed with the zombie box installation and to include relocation costs for future budget consideration.
