River Ridge board approves $105,000 for solar speed radar signs and replaces landscape contractor

The River Ridge Community Development District Board of Supervisors on Nov. 19 approved two contractor actions intended to address safety and grounds maintenance in the community.
The board voted unanimously to contract AV‑Tech LLC to wire and install three permanent and one mobile 15‑inch solar‑powered digital speed radar signs with cameras, messaging capability and cloud devices for a combined total of $105,000. Operations Manager Shane Willis presented the estimates and said the devices complement an effort to move an existing mobile unit after it recorded about 800 varied speeding violations over a recent three‑week period. The board authorized purchasing poles from Paramount Asphalt at about $1,200 each where needed.
On the landscape contract, the board approved terminating the Landscape Service Agreement with Laz’s Lawn Service, citing poor performance, and engaged GulfScapes Landscape Maintenance Services. GulfScapes’ proposal totaled $58,500, approximately $13,000 above the $45,000 line in the current budget; the board discussed using unassigned funds and amounts withheld from Laz’s Lawn Service to offset the difference. The motion to engage GulfScapes passed unanimously.
Both motions were made and seconded from the dais. The AV‑Tech motion was made by Chair Bob Schultz and seconded by Assistant Secretary Kurt Blumenthal; the landscape contract motion was made by Assistant Secretary Kurt Blumenthal and seconded by Chair Bob Schultz. Each approval was recorded "with all in favor." The board noted the annual cloud‑device fee is estimated at $1,500 per device per year and that a $25,000 option for a mobile unit had been included in the proposals.
The board scheduled follow‑up work for staff to finalize agreements, arrange pole purchases, and identify how ongoing cloud‑device operating costs might be allocated (the board discussed the homeowner association offsetting cloud costs with covenant traffic fine revenues administered by PSGRC). The CDD’s next regular meeting is scheduled for Dec. 10, 2024, at 1 p.m.
