Public works and public-safety updates: Zone 3 pavement, PD locker room renovation and city prosecutor program

City staff presented capital improvement and public-safety updates, including a completed Zone 3 pavement overlay, a police renovation project and a summary of the city’s community prosecutor program.
Public Works Director Chow Vu described the Zone 3 overlay project (bounded by Bolsa Ave., Golden West, Howell Ave. and Graham) as rehabilitating roughly 75 residential street segments with localized repairs, cold milling, and asphalt overlay. The project, awarded to Hardy Harper Inc., finished ahead of schedule and used approximately 2,300 fewer tons of asphalt than bid quantities, producing about $250,000 in construction cost savings; the final contract cost was reported as roughly $3.2 million with a remaining budget balance of about $500,000 to carry into next fiscal year.
Capital Projects Administrator Joseph Pinnell presented the Police Department women’s locker-room renovation, which expanded the space from about 800 sq ft to 2,000 sq ft, added ADA-compliant features, new lockers (including powered officer lockers), lactation space, and upgraded restrooms and showers. The project’s total construction cost was presented in staff slides with contingencies and change orders accounted for; staff said the project delivered a modernized, code-compliant facility.
City attorney (speaker 11) then summarized the community prosecutor program, which authorizes the city to prosecute certain municipal-code and some state-law offenses locally in cooperation with the district attorney. Staff reported that from July 1, 2025 to June 30, 2026 the office filed 1,132 criminal cases, obtained 294 convictions, completed 147 diversion resolutions, dismissed 260 cases for various reasons, and currently has 423 pending cases. The city attorney and council discussed whether adding a second prosecutor would require additional discussions with the district attorney and potential budget implications.
Council members asked follow-up questions about budget details, as-built drawings for older facilities and whether contingency/change-order categories were appropriate; staff said the overlay project came in under budget and on time, and that contractor performance met expectations.
Staff said they will update the public-works webpage to show zone maintenance progress and provide timelines for residents.
