Committee backs bill to tighten oversight of temporary administrative rules
Summary

The Senate State Affairs Committee on Feb. 25 voted to send H 539 to the floor with a do pass recommendation. Chairman Guthrie described the bill as strengthening legislative oversight of temporary administrative rules by narrowing circumstances for their use and requiring the Governor to issue a statement explaining the reason for any temporary rule.
Russ Hendricks, representing the Idaho Farm Bureau, testified in support and noted the measure had been before the committee the previous year. Proponents said the bill would improve transparency about why agencies adopt temporary rules and prevent agencies from implementing rules without adequate explanation.
Senator Den Hartog moved to send H 539 to the floor with a do pass recommendation; Senator Harris seconded and the motion carried by voice vote. The bill will now proceed to the full Senate.
