City manager reports APWA award and confirms investigation into surety‑bond information leak

City Manager Bill Reid told the council on Sept. 2 that the City of North Plains was selected by the Oregon chapter of the American Public Works Association to receive the 2025 Project of the Year award for the Kindel Public Services Building in the disaster or emergency response category. The award will be presented at a banquet on Oct. 30.
Reid also reported that the recently passed state transportation funding package (awaiting the governor’s signature at the time of the meeting) should significantly increase funding for the city's streets and facilities maintenance. In addition, he confirmed that the city’s surety bond has been in force since May 24, 2025 and that the surety company, Assured Partners, "is investigating how private information about the bond was obtained by individuals outside the city." Councilor Michele McCall‑Wallace requested a future agenda item to discuss outside access to private city information, including the surety bond information and EPA grant inquiries; the council agreed to add this to a future agenda by consensus.
