The memo also criticized staff for using analyses from the larger, rejected 855‑acre UGB proposal in planning work for a new, smaller proposal.
The packet contains multiple email chains in which residents asked staff who signed agreements connected to the transfer of the Elephant Garlic Festival and sought posting of signed contracts. City Manager Bill Reid responded in the public record that he forwarded some questions to the City Attorney for clarification and told at least one correspondent he would share the attorney's response when available.
The record includes a separate exchange documenting a correction from EPA Region 10: an email from an EPA project manager states that "The North Plains Urban Renewal Agency will be receiving $1 million dollars" for cleanup at the Glencoe Opportunity Area, correcting an earlier press release that had listed a smaller amount.
