Richford Selectboard votes to terminate town mowing contract, adopts emergency plan and accepts heating oil bid

At its Oct. 20 meeting the Richford Selectboard voted unanimously to terminate the town’s mowing contract and rebid for 2026, approved the Local Emergency Management Plan and accepted a heating-oil bid from Blouin Bros. for $2.79 per gallon; the board also approved sending a list of properties to the town attorney for zoning enforcement.
The Richford Selectboard on Oct. 20 voted unanimously to terminate the town’s current mowing contract with Tanner’s Excavation and Tree Removal and to put mowing services out to bid for the 2026 season.
Chair Steinhour made the motion to end the contract after an executive session on contracts and personnel; Selectwoman Sherry Paquette seconded and the motion passed without dissent. The board directed staff to rebid mowing services for next year.
Earlier in the meeting the board approved several routine items. Selectwoman Paquette moved to approve the town’s Local Emergency Management Plan; Chair Steinhour seconded and the motion passed unanimously, formally adopting the LEMP for Richford.
Zoning Administrator Karen Cangelosi asked the board for permission to provide a list of properties to the town attorney for formal zoning enforcement. Selectwoman Paquette moved to approve sending the list; Chair Steinhour seconded and the motion passed unanimously, authorizing legal follow-up on the identified properties.
In facilities business, the board reviewed two heating-oil bids. Blouin Bros. offered fuel at $2.79 per gallon; an alternate bid based on the Montreal rack from Clarence Brown worked out to approximately $2.43 per gallon depending on rack changes. Selectman Andy Pond moved to accept the Blouin Bros. bid at $2.79 per gallon; Selectman Alan Fletcher seconded and the motion passed unanimously.
The board also heard building updates: the library roof is nearly finished, EMS roof work is scheduled next, and staff are investigating a sill issue at Town Hall that has allowed water into the building. The meeting concluded with routine departmental updates and adjournment at 6:25 p.m.
