Council approves conditional-use for restaurant with alcohol at 724 East Edwards

The Springfield City Council unanimously approved a conditional permitted use to allow a restaurant with alcohol service at 724 East Edwards (zoning docket 2026-021) after planning staff and the Historic Sites Commission recommended approval with conditions.

Planning staff told council the property is in the H-3 historic zoning district and recommended approval of the conditional permitted use pursuant to city code section 155.273(h)(3) with three conditions: live entertainment must be non-amplified and either inside the existing building or on the existing front porch/portico; hours shall not exceed the city liquor license; and any proposed exterior renovations tied to the restaurant must be reviewed by the Historic Sites Commission under H-3 bulk regulations.

Council moved and the motion was seconded; after brief remarks in support from Alderman Gregory, the motion carried with eight voting yes and none opposed. The staff report noted the property previously had a conditional permitted use limiting alcohol service to the existing building footprint and porch; staff found the petitioner's proposal to expand service to drive-through lanes on the building's west and east sides would not be detrimental and so the prior restriction was no longer recommended.

Council members thanked the owners in attendance and asked staff to continue working on adjacent parking and other operational details.

Outcome: Motion to approve the Historic Sites Commission recommendation and staff conditions passed 8-0.
