Council tables cybersecurity analyst reclassification and delays highway engineer salary decision

During routine business at the Sept. 16, 2025 Steuben County Council meeting, HR Administrator Erin Schiffli presented revised job descriptions for two IT positions: a Cyber Security Analyst and an IT Operations Administrator. Schiffli said the changes would reclassify the Cyber Security Analyst at a higher pay rate but would not create a new position; the IT Operations Administrator reclassification would not change pay classification.
Council Vice President Christina Cress questioned the cost of having job descriptions rewritten given a recently completed county‑wide overhaul and asked whether the changes would create an additional position for the IT department. The council approved the IT Operations Administrator position 7–0. Council Member Lisa Aldrich moved to table further action on the Cyber Security Analyst reclassification; Eric Prall seconded the motion. The motion to table passed 5–2, with Christina Cress and Bill McClanahan recorded as voting against the tabling motion.
Separately, Auditor Kelli Johnson brought forward Salary Ordinance Amendment No. 1051 at the commissioners' request, seeking a salary increase for the County Highway Engineer (current salary reported as $106,057, with a referenced midpoint and a stated range from $95,451 to $116,663). Christina Cress said she believed the 2024 council intended a higher salary ($112,796.79) and asked that the board review the 2024 minutes before acting. Cress moved to table the salary discussion; Eric Prall seconded. The motion to table the salary ordinance passed 6–1; Council Member Renee Carper voted not to table.
Both tabling motions suspend immediate action: staff were not directed to implement reclassification or make pay adjustments until council follow‑up. The minutes record the motions, seconder names and the recorded tallies; the council will revisit those items after review of the requested documentation.
